For products placed on the EU market, an EU-based Responsible Person is a central point for compliance responsibilities. The exact duties depend on the regulation and your business model (manufacturer, importer, distributor, brand owner).

Archived site materials describe the Cosmetic Products Notification Portal (CPNP) as a free-of-charge online notification system created for the implementation of Regulation (EC) 1223/2009.

Once a product has been notified in CPNP, there is typically no need for further notification at national level within the EU.
The archived text also highlights that responsible persons (and, under certain circumstances, distributors) submit information about products placed on the EU market via CPNP.
That information is made available electronically to competent authorities and poison centres/similar bodies for market surveillance and consumer safety purposes.
