A cosmetic product is generally understood as a substance or mixture intended to be placed in contact with external parts of the human body (skin, hair, nails, lips, external genital organs) or with the teeth and the mucous membranes of the oral cavity — mainly to clean, perfume, change appearance, protect, keep in good condition or correct body odours.
The Cosmetic Products Notification Portal (CPNP) is an online notification system created for the implementation of Regulation (EC) No 1223/2009 on cosmetic products. When a product has been notified in CPNP, no further national-level notification is typically needed within the EU.
Archived site materials also highlight that responsible persons (and in certain circumstances distributors) submit information about products placed on the EU market via CPNP, making it available electronically to authorities and poison centres (for market surveillance and consumer safety purposes).
